The Commonwealth of Learning (COL) founded in 1987, was inspired by the vision that the peoples of the Commonwealth must and can have access to knowledge, regardless of where they live and whether they are rich or poor.

With headquarters in Vancouver, the Commonwealth of Learning is an international governmental organization with a mandate to widen opportunities of learning in the 54 member states of the Commonwealth by promoting the development and sharing of open and distance learning resources and communications technologies. It was created by Commonwealth Heads of Government in late 1987 and became operational in early 1989.

Allama Iqbal Open University has achieved a landmark in its education by offering the Commonwealth International MBA/MPA programme for Executives (CIMBA/MPA), a new initiative in executive education for citizens of the Common wealth.This programme is the outcome of close collaboration between the Commonwealth of Learning and the national open universities of Bangladesh, India, Pakistan and Sri Lanka.The CIMBA/MPA is designed to cater to the needs of the 21st century business perspective and for part-time study by busy working professionals, the programme can be completed by students at their own pace.The main idea, behind this program, is to support various functional areas of business and public sectors activities which helps professionals and busy executives to understand how business integration is achieved through managerial education and techniques.

CIMBA/MPA is committed to provide high quality professional education through the use of conventional and unconventional teaching methods. Seminars and group discussion are focused to enable professionals/busy executives to develop their abilities of exchange and articulation of ideas. Team exercises and group projects are encouraged. Business leaders and executives will be invited to share their projects.

The admission to this programme will be offered on competitive merit, which will be determined on the basis of a specially designed Admissions Test. The candidates who hold a minimum second-class graduate degree and two years post qualification executive experience will be allowed to compete for admission and sit for the Admissions Test.

The leading professors and experts of Commonwealth Universities have developed the learning material for these programmes. The material provided to the students is based on the indigenous environment of South Asia. Special case studies are developed to facilitate the learning process. These programmes are being offered initially in the ten cities of Pakistan namely, Islamabad, Rawalpindi, Lahore, Multan, Faisalabad, Karachi, Hyderabad, Peshawar, Abbottabad, Quetta. 

These international degree programmes being offered in the South Asia region have several important and unique features. In spite of being an international degree, the fee is being kept at a minimal and affordable range. The learning system adopted in these programmes is highly flexible. The students have the option to complete the programme at their own pace and convenience within the 2-5 year range. Another salient feature of these programmes is the intermediate exit points and the proper recognition of awards. Therefore, if a student, due to genuine reasons leaves the programmed after completing certain credits, the completed credits will be given due recognition in the form of a Postgraduate Professional Certificate and a Postgraduate Diploma. The student will also have the option to re-join the programmed to complete the remaining courses within the five years. This means that if a student successfully completes eight out of the fifteen prescribed courses of the programmed, he/she will be awarded a Postgraduate Professional Certificate and the student who successfully completes ten courses, will be awarded a Postgraduate Diploma in the respective field. Upon successful completion of the fifteen prescribed courses the student will be awarded either Master of Business Administration or Master of Public Administration
