Instruction: Read the following passage and
answer questions given at the end.
The world over, income tax is an important source
of revenue for governments. It is only in this
country, where populism has led to the pampering of
the middle classes, that the share of income tax in
total tax revenue has not risen, as it ought to have
done. As a result, income tax revenue accounts for 40
percent of direct tax revenue but only about 12 per
cent of gross tax revenue. The inequity implicit in
the latter figure - it implies that indirect taxes,
paid by all rather than only the rich, sustain the
Center's revenues - has been pointed out several times
by several experts and laymen alike. But to no avail.
The politicians have gone their wayward way.
Taxes in general, and income tax in particular,
should be viewed as charge for services rendered by
the government - services like defence policing,
health, education and so on. The government needs to
market income tax better. It should say that people
must pay their taxes so that it can provide these
services efficiently. This is a far better way of
convincing them of the importance of taxes. The
socialist way, of telling them that they must pay
simply because they are rich, or
because the government wants to invest in this or
that, only leads to evasion. Appeals to good sense,
compassion for the poor, and so on are effective only
up to a point because they do not appeal to the
self-interest of the taxpayer. One reason why
voluntary compliance in the developed countries is so
high is that the people view them as a service charge.
The other reason, of course, is that the penalty for
evasion is severe. So fear also plays a part in high
compliance.
Unfortunately, the government has done little in
either direction. Not only has it failed to give
people the right reasons for why taxes must be paid,
it has also not done anything to instill the fear of
discovery of tax evasion. And to make matters worse,
some so-called experts have sought to adopt a cost of
collection approach to income tax. This had led to the
ludicrous demand that income tax be abolished
altogether as it costs too much to collect it. In a
democracy, income taxes have a larger role than mere
revenue collection. The sooner the politicians
understand this, the better it will be.
